A seat is one machine active in the last 30 days, or one that paused uploads. Joins past the limit are refused until Sprag raises it. Sprag sets the plan and the limit.

Members send one row per day: spend, savings, delegation count, model-family share, sprag version. No prompts, transcripts, paths or project names unless prompt capture is on.
